Dividing the Stars: The UN Security Council in the 2030s

The year is 2031: with the advent of new mining technology, there is a new space race. China has landed on the moon in preparation to mine water on the surface to use as rocket fuel to further expand their reach into space. Worried about Chinese dominance, the USA and EU quickly follow, along with several private companies. With the only international treaty about space simply stating that there can be no weapons in space and no ownership of anything not brought by humans, the situation is surely unstable. Now that humanity is facing a new era of space exploration, the SC has many pressing issues to consider. How will the SC take on these issues? How will individual countries act as humanity reaches again for the stars?
